Mr. Herr holds degrees from the University of Colorado (MS) and Harvey Mudd College, Claremont, CA (BS). He has participated in the development of WARMF, including the acid mine drainage algorithm, and applied it to the Cheat River. He has also applied WARMF to the Truckee River Basin, the Catawba River Basin, the Holston River Basin, Oostanuala Creek, and Mica Creek. For the Oostanula Creek and Mica Creek applications, WARMF was compared to BASINS. Mr. Herr developed the graphical user interface for the real time water quality management of the Upper San Joaquin River. He also developed an animation program to show the transport-dispersion of Fe+3 in Ying Yang Sea (Taiwan) and a program to track the change of dissolved oxygen by the hypolimnion oxygenation system in Camanche Reservoir. Mr. Herr has enhanced WARMF to model mercury transport for the St. Louis River Watershed. He also applied WARMF to the Santa Clara River Basin for the calculation of nutrient TMDLs.
Prior to joining Systech, Mr. Herr was a research assistant at CADSWES, U of Colorado where he developed the Irrigation Supply Canal Model Using CARIMA hydrodynamic system and helped develop PRSYM, a decision support system for the management of multipurpose reservoir systems. Mr. Herr also did process design of treatment systems for small communities with Austgen Biojet Wastewater Systems, Inc. Mr. Herr has authored and co-authored over 15 professional publications.
